Entry Requirements

This Course requires that you have Knowledge or exposure to The Bill of Lading and or Airway Bill, Incoterms Rules, Trade Agreements and  The Commercial Invoice as these documents are the central point for Customs Bills of Entry , If you do not have this knowledge in Place you should consider taking our Essential Import Export Procedures course  first

 

Introduction

In this Customs Clearing online course learn about the legislation and how to navigate the legislation. Learn to classify products correctly according to the Harmonised system using the general rules of interpretation.  Understand how to calculate customs values and duties payable as well as VAT.  Also learn how to complete the SAD 500 and initiate carrier release and the documents needed.

This Customs Clearing online short satisfies the SARS CSK requirements , CSK (Customs Sufficient Knowledge) which will be a requirement for all clearing agents.

Course Curriculum

Take note you will be assessed after each Module by an Online Teacher.

 

Module 1- Customs Legislation:

  • Learn how to find your way around the current Customs and Excise Act and describe the impact of Customs legislation on importing and exporting activities.
  • Explain and apply the rationale and scope of the current Customs and Excise Act.
  • The functions, responsibilities and powers of the Departments Customs and Excise and of Trade and Industry.
  • The key elements of the current Customs and Excise Act.
  • The consequences of non-compliance with Customs legislation.

 

Module 2- Customs Tariff Classification: 

  • The background to the harmonised system.
  • The General Rules of interpretation (GRI)
  • Classifying commodities within the harmonised system from given information.
  • The principles of mass, area and volume to determine factors in tariffed classification and statistical quantities. The operation of airports in the airfreight environment.

 

Module 3-  Customs Values:

Use information contained in source documents to calculate an accurate value for customs purposes, as defined in the customs Act.

  • Define The point of valuation, currency and correct rates of exchange.
  • Calculating and converting multi lined values to South African Rand.
  • Calculating added tax value (ATV) and value for ad valorem purposes (schedule 1 part 2b to the Customs and Act).

 

Module 4- Duties on Tax Payable:

Calculate the duties payable in terms of the formulae and principles contained in the harmonised tariff book.

  • Learn about the different types of duties payable on commodities from the harmonised classification in the South African tariff book.
  • Calculate duty payable in terms of the first schedule of the harmonised tariff.
  • Learn about the duties payable in terms of schedule two.
  • Learn about  rebates in schedule three and four.

 

Module 5- Customs declarations and Carrier Release Documentation:

In this final step you will complete the SAD500 and submit this to a teacher for marking, you will learn how to:

  • Search and apply the provisions of the Prohibited and Restricted Goods Index, the Import and Export Control Act and the Customs and Excise Act.
  • Learn how to Transpose clearing information on to the Customs declaration from Transport and Commercial documents
  • Learn How to complete the Customs SAD500, SAD501, SAD550
  • Learn  how to Understanding ratified Customs declarations.
  • Learn how to Prepare and submit port/airport documents for carrier release

 

Duration 

This course is self-paced meaning there are no fixed times to be online . You may begin at any time and should take approximately 12 weeks to complete on a part time basis. 

 

 

Course Delivery

This Customs Clearing online short course is delivered through the School of Shipping Online Learning website.  A Subject Matter Expert will provide you with academic support through the learning website. A Course Coordinator will also be available on email/telephone to provide you with administrative support.

 

 

Assessment and Award of the Certificate

Each module has a formative and summative assessment which you will need to achieve a mark of 60% or higher for to receive the certification.
