<p>The person completing this course is able to understand the importance of the role of security in the airfreight environment, by knowing how security threats exist in civil aviation and internationally traded goods. The learner will also understand the role various stakeholders have in ensuring that air cargo is made as secure as possible under all conditions. This will also enable the learner to implement the correct procedures to ensure that all air cargo is made safe for airfreight and to take the appropriate action should air cargo security be breached.</p>

<li>Explaining the roles of the state and other security organisations in airfreight.</li>
<li>Explaining and applying the cargo security requirements of aircraft operators.</li>

<h3>WHAT YOU WILL LEARN:</h3>

<li>The threat to civil aviation is described as it exists worldwide.</li>
<li>The types of people who present a threat to civil aviation are identified following organisational policies and procedures.</li>
<li>Methods of attack used against civil aviation are explained for the purpose of guarding against them.</li>
<li>The components of improvised explosive and incendiary devices are identified using recognition aids.</li>
<li>The importance of general awareness to potential threats to civil aviation is explained in the context of the airfreight environment.</li>
<li>The consequences of having illegal improvised explosive and incendiary devices explode whist in flight are explained in terms of losses and liabilities.</li>
<li>Explain the roles of the state and other security organisations in airfreight.</li>
<li>The respective roles of the international bodies are explained in terms of implementing security against terrorist threats to air cargo.</li>
<li>International bodies includes the International Civil Aviation Organisation (ICAO) and the International Air Transport Association (IATA).</li>
<li>The legislative role of the South African Civil Aviation Authority (CAA) is described in the context of air cargo security.</li>
<li>The legal basis and objectives for air cargo security are described as it affects importers, exporters and freight forwarders.</li>
<li>The advantages and disadvantages of operating in terms of the requirements for a regulated agent are explained for the legal requirements for freight forwarders, consolidators and air couriers.</li>
<li>&#8216;Regulated agents&#8217; means a regulated agent as defined in the Civil Aviation Authority Act (Act 40 of 1998).</li>
<li>Explain and apply the cargo security requirements of aircraft operators.</li>
<li>Vulnerable points in the air cargo chain are identified in order to secure against threats.</li>
<li>Constraints which operate in the air cargo security environment are identified for the purpose of minimising their impact.</li>
<li>The overall security posture of an organisation is described in terms of that organisation&#8217;s air cargo security programme.</li>
<li>The responsibilities of air craft operators, known consignors and regulated agents are defined in terms of the Civil Aviation Authority Act (Act 40 of 1998).</li>
<li>Known cargo, unknown cargo, exempt cargo and dangerous goods are identified in terms of the Civil Aviation Authority Act (Act 40 of 1998).</li>
<li>The procedures for handling special cargo consignments are implemented in terms of the organisations security policies and procedures.</li>
<li>The need for variable levels of security control in respect of air cargo is described in response to changes in threat level.</li>
<li>Explain the functions of access control and cargo screening.</li>
<li>The importance of applying access control is explained in terms of the security threat to cargo.</li>
<li>Access control may include but is not limited to permit, airport identity card and electronic access systems.</li>
<li>Methods of deterring unauthorised access to areas in which air cargo is handled are explained according to cargo security control procedures.</li>
<li>Methods of detecting unauthorised access to export air cargo consignments are explained with examples.</li>
<li>The different options for screening cargo are identified for the purpose of detecting threats to air cargo security.</li>
<li>Respond to security threats to air cargo.</li>
<li>Action to be taken in respect of suspicious incidents or cargo is explained in terms of the organisation&#8217;s air cargo security policies and procedures.</li>
<li>Immediate action to be taken in respect of a bomb threat is described in terms of the organisation&#8217;s air cargo security policies and procedures.</li>
<li>Incidents of threats to or breaches of, security to air cargo are reported in terms of the organisation&#8217;s air cargo security policies and procedures.</li>

<li>Initiating and monitoring document flows.</li>

<li>Systems are used to determine the whereabouts of internationally traded consignments.</li>
<li>International airfreight consignments are expedited using a track and trace system.</li>
<li>Misdirected cargo is recovered using a track and trace system.</li>
<li>Claims for lost consignments are initiated on the evidence of track and trace information.</li>
<li>Initiate and monitor document flows.</li>
<li>Documents are secured from carriers and importers for the purpose of initiating release procedures.</li>
<li>Documents and instructions are analysed for compliance with clearing and delivery requirements.</li>
<li>Clearance procedures are initiated in terms of organisational policies and procedures.</li>
<li>Control airfreight import procedures.</li>
<li>Documentation flow is monitored with a view to expediting clearance and release.</li>
<li>Clearance and release progress is monitored and recorded in order to communicate with affected parties.</li>
<li>Arrangements for final delivery are made with transport providers.</li>
<li>Shipments are invoiced according to organisational policies and procedures.</li>
<li>Claims are lodged in respect of lost, damaged or discrepant cargo in compliance with insurance requirements and carrier&#8217;s time bars.</li>

<li>The cost structure and terminology is explained in terms of door-to-door multimodal transport operations.</li>
<li>Multimodal may include but are not limited to courier, air, road, rail, sea and combinations thereof.</li>
<li>Charges are determined by comparing volume and weight.</li>
<li>Criteria may include but is not limited to freight tonnage, chargeable weight, road freight ton and harbour tonnage.</li>
<li>Cargo characteristics and client requirements are examined in order to determine transport mode.</li>
<li>Cost elements applicable to the transaction, are identified for the purpose of calculating the estimate.</li>
<li>Cost elements may include but are not limited to contract purchase terms, routing and mode options, statutory charges, third party providers and customer specific rates.</li>
<li>The consequences of not including all cost elements and miscalculating freight tonnages are explained in terms of client relations.</li>
<li>Select routing structure.</li>
<li>Routing options are analysed for the purpose of selecting the most appropriate option to suit client&#8217;s needs.</li>
<li>Recommendations are made to client on the appropriate option.</li>
<li>Agreement is obtained on the routing and mode to be used in the estimate.</li>
<li>Calculate and communicate estimates.</li>
<li>Cost structure is identified appropriate to the selected mode and routing.</li>
<li>Estimate of costs are determined in accordance with selected criteria.</li>
<li>Completed estimates are submitted for checking and approval in accordance with organisational policies and procedures.</li>
<li>Approved estimates incorporating endorsements are passed on to authorised parties.</li>
<li>Endorsements may include but are not limited to company standard trading conditions, ruling exchange rates, third party quotations and conditions.</li>
<li>Estimates are referenced and recorded for the purposes of monitoring acceptance and of comparing costs of actual corresponding shipments.</li>
<li>The consequences of submitting inaccurate, unapproved and unendorsed estimates are explained with examples.<br />
