BOND STORE REBATE STORE TRAINING

CUSTOMS AND EXCISE  WAREHOUSES (1 DAY WORKSHOP)

This course is intended for individuals who are employed within importer or manufacturing operations and who are required, as part of their duties, to establish, operate and maintain a Bond store Rebate Store.

It is also intended for individuals employed in, or wishing to be employed within, the Customs Clearing and Freight Forwarding industry, that may be required to advise importing or manufacturing clients as to their obligations and responsibilities in respect of the establishment and operation of a Bond Store Rebate Store, as legislated in the Customs and Excise Act 91 of 1964, hereinafter referred to as the “the Customs Act”.

Although the total figures are not available it is estimated that the amount of penalties paid to Customs annually exceeds R50Million. Listed offences include false invoicing, incorrect tariff headings, illegal imports and non-compliance to existing legislation. There are a number of other offences but Customs have sent a clear message that they are determined to eradicate all misconduct and fraudulent activities.

A prime target for Customs has been where a Bond store and Rebate store have not complied with the relevant Sections of the Act and applicable Rules, particularly those governing a Bond store and Rebate store register, stock cards, stock balances and withdrawal records. They have also targeted export manufacturers where, in addition to the above, they have flouted set procedures or retained raw material and finished product beyond the terms and conditions as specified on the applicable permit.

The level of non-compliance and resultant penalties, the need to retain maximum ratings under the Customs Client Accreditation process together with the difficulties experienced with the electronic submission of clearances, has forced role players to realise that they have a responsibility to uphold the law in all areas of Customs legislation.
